1904年、セオドア・ルーズベルトは、日本のロシア艦隊への宣戦布告無しの奇襲攻撃には こう言いました。「日本の勝利は大変 喜ばしい。」
新聞のタイムズ オブ ロンドンも、「日本海軍は大胆不敵な行動によって開戦した。海軍の歴史に栄誉をもって記されるだろう」と同調しました。
その日露講和の仲介役をしたルーズベルトは「日本人は要求が多過ぎる。しかしロシア人はその10倍も悪い、奴らは馬鹿でしかも本当のことは言わない」。ロシアに怒り狂って言うには「現体制のロシア人は中国人と同じで信用できない！黒人も黄色人種も白人も人類だが 奴らは人間と呼ぶに値しない！不誠実で傲慢で、要するに全く信用できないのだ！！」
そして、「私は日本びいきだったが、講和の仲介を体験してから、かつて無いほど大の日本贔屓になった」と語っています。
続けて、ルーズベルトは日本についてこう述べました。「日本人は文明的な素晴らしい国民だ。他の文明国の国民と同様の地位を得るべきである」と。
1900年、ルーズベルトは言いました。「 日本は朝鮮を統治すべきだ。そうすれば日本はロシアを抑えておける。日本はロシアに勝ったのだからそうする権利がある。」
1910年、日本は朝鮮を併合しました。
そのわずか60年足らず前まで鎖国をしていて封建制度の国だった日本は、これを機に世界の列強の仲間入りをします。

President Teddy Roosevelt was fine with the 1904 Japanese sneak attack on the Russian fleet, without declaration of war, and is quoted, “I was thoroughly well pleased with the Japanese victory.”
The Times of London chimed in, “The Japanese Navy has opened the war by an act of daring which is destined to take a place of honour in naval annals.”
During negotiations, according to Roosevelt, “The Japanese ask too much, but the Russians are ten times worse than the Japs because they are so stupid and won’t tell the truth.” Roosevelt was furious, “Bad as the Chinese are, no human beings, black, yellow, or white, could be quite as untruthful, as insincere, as arrogant – in short as untrustworthy in every way—as the Russians under their present system. I was pro-Japanese before, but after my experience with peace commissioners I am far stronger pro-Japanese than ever.”
Roosevelt went on about Japanese, “a wonderful and civilized people, entitled to stand on an absolute equality with all the other peoples of the civilized world.”
In 1900, Roosevelt said, “I should like to see Japan have Korea. She will be a check on Russia, and she deserves it for what she has done." Japan annexed Korea in 1910. Fewer than 60 years before, Japan had been a hermit, feudal country, and now was taking its place as a world power.

The Russo-Japanese War (1904-1905) was prior to the conclusion of the “Convention relative to the Opening of Hostilities” (Hague, 1907) which defined that hostilities must not commence without declaring war.
この前の記事で「そんなことを誰が気にするでしょう？！」との指摘がありましたが、日露戦争（1904年 - 1905年）についていえば、宣戦布告を行なうことを定めた「開戦に関する条約」の締結（ハーグ、1907年）以前のことだったことも少しは強調したいですね。日本からはロシアへ国交断絶の最後通牒を行なっていた。
